Just got it the other day. It's like MUGEN, except instead of making fighting games you make side scrolling fighters like Golden Axe or Streets of Rage.

I've been trying to figure out how to set up this thing for modding all day. When I finally crack it, would it be possible to consider a TLOK fighter? (Purely a side project, of course)
If not, then just download it and enjoy. (Just remembered... you have to register before you can download a majority of the stuff on there)

Yeah, cracking it is proving to be a pain in the butt though....
All the mod tools I have come across turn out to be useless.
What's worse, the help file gives you resources and says there's things inside them to help get you started, but then you download them and there's important things missing (for example, it says in order to begin modding you need a 'dummy file' which was supposed to be included, but wasn't).
It's pretty much taken me all day to figure this stuff out... and that's just looking at 'official' editing packs, not user made stuff.

Sounds pretty awesome, actually.
